It is worthwhile remembering the famous song by Paul Anka, “Good morning Yesterday…you wake up and time has slip away. And suddenly it’s hard to find, the memories you left behind, Remember…do you remember?”

Did we really leave the memories behind and completely forgot the past or we were not aware or simply busy with the current times. Or maybe it’s the fast-pace culture that’s currently revolving where technology and constant cyber communication reign supreme.

It’s quite common for us humans’ to have such mentality, and a glimpse or reminder of the past won’t be hard to grasp.

The years’ 2013 and 1938. Two points of importance. Similar in many ways, different in every way.   These are just numbers, but…important numbers. As a common saying, we cannot reach the present unless there is a beginning…the start of humble beginnings, the Manila Board of Realtor’s Inc. (MBRI)

Our forefather Mr. Colin M. Hoskins, an American WWI veteran, government employee turned businessman, engaged in the real estate business during the 1920’s. With his dream to have a standard of practice in the real estate brokerage business, he invited a group of real estate brokers including Jose Araneta, Federico Calero, Jose Felix, Rosendo Subido, J. Perez de Tagle and Tomas de Vera,  and they organized the Manila Real Estate Brokers Association, (MREBA) on November 7, 1938.

The year 1938 was full of uncertainty because of the upcoming war. But the group, with their bravery and determination continued to move.  They inspired other brokers all over the Philippines to organize their own group and through their representations, Commerce Administrative Act Order No. 3-6 was promulgated on July 29 1939 by the Bureau of Commerce to ratify provisions of Act No. 3969.

World War II came and ended in 1945, but with the devastation of Manila and other urban centers, rebuilding began, unfortunately with many unscrupulous unlicensed brokers victimizing many innocent buyers of real estate by selling non-existing real estate.

In 1952, and after a long wait, the Philippine legislature modified Sec 3(e) of Act No. 2728 on to include real estate brokers to be licensed and regulated by the Bureau of Commerce. (Manila Real Estate Brokers Association). Later, it was also incorporated and renamed Manila Board of Realtors® in the same year by REALTOR® and Founder Colin McCrae Hoskins.

In 1960, the members of existing brokers association led by Mr. Antonio Varias,  then the President of the Manila Real Estate Brokers Association organized the Philippine Association of Real Estate Brokers, Inc. (PAREB), to stop the proliferation of unlicensed agents.

The PAREB continued to make representations to the Department of Commerce and Industry to repeal Commerce Administrative Order No. 3-6 and promulgate a new Administrative Order, Commerce Administrative Order No. -60, series of 1960. This Administrative Order, provided a more efficient mechanism in the licensing of real estate salesman, brokers and appraisers and raises it to a profession from a mere business.

The Manila Realty Board continued to soar when it was admitted as a member of the Real Estate Board of America (NAREB), and was authorized to license members to use the term REALTOR®, a service mark owned by NAREB and registered in the United States Patent Office as Doc. Nos. 519780 and 515200, and in the Philippines as Doc. No. 5385.

In 1975, with the Manila Realty Boards’ objective to excel, felt that there’s a need to update the rules and regulations. Hence, the Department Administrative Order No. 1-75, Series of 1975 was again promulgated, and finally in 1985 Ministry Order (MO) No. 39, Series of 1985, was issued to replace Department Administrative Order No. 1-75.

The passage of MO No. 39 started the “professionalization of the realty service practice”.  It also allows periodical amendments for new developments in the real estate field.

In 1992, DTI’s Department Administrative Order (DAO) No. 97 created the Realty Service Council of the Philippines (RESCOP). It mandated the RESCOP as the consultative body of the DTI under the following actions: Proudly, the council includes our very own  Philippine Association of Realtors Boards, Inc. (PAREB)

In July 2009, the Department of Trade and Industry (DTI) has finally relinquished all its real estate functions to the Professional Regulations Commission (PRC) by virtue of R.A. No. 9646 known as the “Real Estate Service Act of the Philippines”.

2013  Nov.  Precious like the stone that it represents, our organization has weathered all the storm since its beginnings, and we are stronger than ever. Today marks a very special milestone, the 75th Diamond Anniversary of the MBRI.

We cannot continue our celebration unless we go back to history.  As the present generation of REALTOR®, it is worth remembering the great yet humble people who started this organization.

I dedicate this poem to all the REALTOR® especially our forefathers, without them, our profession, dignity and existence.

    As a REALTOR myself, (I am a member of the Negros Occidental Real Estate Board, CREBA, and the National Association of Realtors, I enjoyed reading this post. I am particularly educated on the rich and vibrant history of the beginnings of real estate profession in our country as pioneered by the Manila Board of Realtors, and their advocacy for the recognition and elevation of the real estate profession to what it is today. Sadly, there are still many colorum brokers, but that is beside the story.
